MIAMI TOWNSHIP TRUSTEES

OCTOBER 7, 2019

CALL TO ORDER
The meeting was called to order at 5:00 pm. By Chairperson Mucher. Trustees Crockett and Hollister were also present. Fire Chief Altman, Road Department employee Gochenouer, Zoning Inspector Zopf and Fiscal Officer Silliman were also present.

ADOPTION OF THE MINUTES
A MOTION by Mr. Hollister and SECONDED by Mr. Mucher was made to adopt the minutes of September 16th as amended. MOTION CARRIED unanimously.

PAYMENT OF ACCOUNTS
A MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to pay accounts in the amount of $43,714.09: General Fund – $5,125.17; Fire Fund – $26,905.8; Cemetery Fund – $363.00; EMS Billing – $6,641.45; Road and Bridge – $2,724.74. MOTION CARRIED unanimously.

FIRE DEPARTMENT REPORT
Chief Altman reported there were 53 EMS and 20 Fire incidents since the last meeting. Four Fire Safety inspections were conducted.
At the recommendation of the Chief Altman, a MOTION by Mr. Crockett and SECONDED by Mr. Hollister was made to adopt RESOLUTION 2019-39: Authorizing the Appointment of 2 new volunteers. MOTION CARRIED unanimously.
Medic 82 is still experiencing “listing” issues with it’s hydraulic system. Faulty control valves have been replaced several times with no success in resolving the problem. The manufacturer of the valves claims there is nothing wrong with the valves and the cause must be a contamination in the fluid reservoir and filter screens. Hopefully this attempt to solve the problem will do exactly that.
Two underground storage tanks were discovered in the parking lot of Nipper’s Corner gas station. Assistant Chief Powell has been delegating and coordinating permits and approval to remove the tanks. Unless, proof of the owners of these tanks can be determined, Nipper’s Corner will be responsible for all costs associated with the safe removal of the tanks. Fortunately and preliminarily, there is no indication of any liquid release into the surrounding soil. Testing of the soil is being conducted by a 3rd party lab.
The annual flu shot immunization of MTFR members will hopefully be provided by either Kettering Health Network or Premier Health Network. The previous provider, Mercy Occupational Health, has informed MTFR that they are not able to do so this year. If a new provider is not available, the Township will have to reimburse members for their flu shots.
Street Fair is this Saturday and MTFR will have approximately 20 members working. The “meet the public” event in Bath Township was well attended. But, the next time they chose to have such an event, they will find a better way to publicize.

NEW FIREHOUSE REPORT
Mr. Mucher reported that dirt has been excavated and work will be sporadic as piers are being installed.
Mr. Hollister and Mr. Mucher distributed flyers to residents of Marshall and Herman Streets informing them specifically of the Village noise ordinance as it applies to the new construction. This information included their respective phone numbers should there be any concerns or questions regarding the impact of the project on their lives.

CEMETERY REPORT
Mr. Gochenouer reported there were 4 burials since the last meeting, 2 in Glen Forest and 2 in Clifton. Two of the burials were attended to by Road Department employee Brandon Morris. Mr. Gochenouer reported he did well with the responsibility.
The folks who do gravestone repairs are here for the week and are busy in Glen Forest Cemetery.
Lastly, Mr. Gochenouer stated he hopes to pour bases in the upcoming week, 5 in each Cemetery.

ROAD DEPARTMENT REPORT
It was stated that the roads have been trimmed well and look good.
Mr. Gochenouer mentioned the Village of Yellow Springs has asked the Township to trim the roadside at the water/sewer plant. It is a request that is considered a reciprocal task between the neighboring municipalities.

FISCAL OFFICER’S REPORT
A MOTION by Mr. Hollister and SECONDED by Mr. Crockett was made to adopt RESOLUTION 2019-38: Amendment of a Permanent Appropriation. MOTION CARRIED unanimously.

ZONING INSPECTOR’S REPORT
Mr. Zopf issued one permit since the last report for a residential solar array on SR 370.
He reported that he met with Agraria to discuss planned activities and how they are in accordance with the Township’s zoning code. An activity that is being considered at Agraria is a commercial composting facility. Mr. Zopf encouraged the Agraria folks to continue to check with him before planning any event that may be in question.
Chief Altman mentioned that any event being held in a barn with more than 50 people planned to be in attendance needs to be inspected by the Fire Department. This is in accordance with the State Fire Marshall’s office.
Mr. Mucher and Mr. Hollister attended the recent Zoning Commission’s meeting to discuss the PUD Section of the Township’s zoning code. A suggestion was made to remove the PUD Section in it’s entirety until it has been re-written. Mr. Mucher stated that if a section of the code is to be removed, it is required to be presented to the Regional Planning Commission for review and hold a Public Hearing. This would be time consuming while a new section is being written. Mr. Zopf added that, in his opinion, the PUD standards are so vague, it is risky and could become a legal issue.
The next meeting of the Zoning Commission is the 3rd Tuesday in November where the discussion will continue.
